Media module - activation needs to be blocked until module is in a usable state

Activating the Media module will put the module in an active state even if no video or audio players are selected.

Steps to reproduce:

Activate Module
Add a video player paragraph to a page

Also, the default options will error out on the config page if no handler is selected.
