Wrong Framework creator

When I create a framework in the website tree, the system automatically adds in the framework details:

Version 0.01 , Active, Saved 05/25 14:41 by Unknown

I believe it should say by Administrative User or something similar to that.

When I re-save the framework, it actually says by Administrative User

- State changed from “new” to “resolved”
- Milestone order changed from “0” to “0”
