Notes
Everything is running:
├─starling,5766 /var/lib/gems/1.8/bin/starling -d -P
/home/Webiva/script/../tmp/pids/starling.pid -q
/home/Webiva/script/../tmp/starling_production/ -h localhost -p

Webiva is running from script/server and the ufw firewall is turned off.
Any ideas?

Looks like starling is running on the production port (15151) but your environment might be in development, try restarting it in development:
$ RAILS_ENV=development ./script/background.rb restart
(Or set your RAILS_ENV environment variable to
development
)Then restart mongrel - let me know if that helps otherwise we can dig deeper.

Forgot to mention - you can fix the stuck module initializing bit by running:
$ rake cms:migrate_domain_components

- State changed from new to resolved
Good idea - added to the install notes.
